Dispatched to a housing facility on Geneva

On 3/15/24 at or around 3:30pm, Bath Police were dispatched to a housing facility on Geneva St. in the Village of Bath for a disturbance. Upon arrival, the victim was advising her former intimate partner would not leave her alone after being told multiple times to stop. He continued to knock on her door all throughout the day and threatened her. Officers arrived on scene and located the male, identified as William Balcer, age 42 standing outside of the victim’s apartment. Officers took him into custody without incident and he was charged with Stalking in the 4th degree, a class B Misdemeanor. He was then transported to the Steuben County Centralized Arraignment and released without bail at 5:30pm. The judge did issue a stay away order of protection that William signed.

Later in the evening at or around 11:25pm, Bath Police were dispatched back to the same address for a report of William standing outside of the victim’s door again. William was arrested this time for violating the stay away order of protection. He was charged with Criminal Contempt 2nd, a class A Misdemeanor. He was then processed and transported to the Steuben County Centralized Arraignment where he was arraigned on 3/16/24. He was then again released without bail.

William Balcer is scheduled back in Bath Village Court at a later date.
